I first reported this leak to harrow…

I first reported this leak to harrow council back in early December 2025. The leak is coming in through the bathroom stack vent on the roof into my neighbours flat above and then into mine. It's been 3 months now and it still hasn't been fixed. The contracting company who works for harrow council won't accept its rain water from the roof even though I keep telling them that the leak gets worse when it rains. I feel I am not being taken seriously because I'm a woman, that I can't possibly know what I'm talking about. Meanwhile my bathroom and hallway wall is getting destroyed. They won't fix the leak until there's a hole in my bathroom ceiling and wall. Meanwhile they'll spend hundreds of thousands on pointless things like those purple kiosks in harrow Town centre while leaving their tenants in crumbling homes.

As usuall they mess up the bathroom…

As usuall they mess up the bathroom when fixing a leak in the loft and you ask them to fix the toilet and landing paint work, they come round and do half the job. say they are coming back to finish and do not. when you ask the council to finish the job you have to take photo to prove your telling the truth.Get the job done in the first place and stop wasting people time

Harrow Council: A Case Study in Neglect, Inaction, and Disregard for Public Health and Safety

As residentS of St. Margaret’s Avenue in South Harrow, WE feel compelled to write this review out of deep frustration, disappointment, and growing concern over Harrow Council’s ongoing failure to address one of the most egregious cases of fly-tipping, anti-social behaviour, and public health neglect in the borough. For years, we have raised urgent concerns about the alleyway connecting St. Margaret’s Avenue to Northolt Road. This narrow strip has devolved into a public dumping ground, a magnet for drug use, and a serious health hazard. And for years, Harrow Council has done absolutely nothing of substance to fix it. Letters have been written, complaints submitted, images sent — and yet the only thing we’ve received in return is silence or generic acknowledgments with no follow-through. Our most recent detailed letter (dated 2 May 2025), like many before it, has gone entirely unanswered by both the Council and the ward Councillor.Meanwhile, the alleyway continues to deteriorate. It is visibly and olfactorily offensive — lined with fly-tipped waste, rotting food, broken furniture, and discarded drug paraphernalia. The stench is overwhelming. Residents frequently encounter rats, pests, and human waste. It has become so notorious that people in neighbouring streets refer to it as a “tip” or worse. Many are too afraid to use it at all, especially after dark. This is not a minor issue. This is a clear-cut environmental and public health emergency—and one the Council is fully aware of. The problem is not just the waste. The alley is now a well-known site for drug activity, loitering, and suspected criminal gatherings. Despite this, no proactive policing, CCTV surveillance, or enforcement patrols have been implemented. The Council claims to be cracking down on fly-tipping and touts fines of up to £1,000. But here on the ground in South Harrow, we see no such action. There is no evidence of enforcement. There are no deterrents in place. No community engagement. No clean-up teams. Instead, the burden of managing this crisis has been dumped squarely on the residents — many of whom now spend their own time, energy, and money cleaning up someone else’s mess every single day. Each morning, we wake to cans, bottles, food packaging, and worse on our doorsteps. Residents are forced to clean their own front gardens and driveways to maintain any standard of hygiene. It is exhausting, demoralising, and unfair. We are paying Council Tax — but receiving none of the basic protections or services we’re entitled to. The system is broken, and the trust is gone.Equally concerning is the total breakdown in accountability between Harrow Council and the local police. We’ve been passed between the two repeatedly — the Council blaming the police for inaction on criminal elements, the police pointing to the Council’s role in maintaining the environment. The result? No one takes responsibility. No one acts. The community suffers. We have proposed practical, evidence-based solutions, including:Installing CCTV cameras to deter fly-tippers and illegal activityImplementing regular clean-ups and refuse sweepsEnforcing existing laws and applying fines to repeat offendersWorking jointly with the police to monitor and protect the areaLaunching public awareness campaignsPermanently closing or gating the alley to stop its misuseThese are not radical ideas. They’ve been successfully deployed in other boroughs, including Hillingdon, where alley-gating has significantly reduced fly-tipping and crime. So why is Harrow Council ignoring both proven interventions and persistent resident pleas? This review is not written lightly. It is the product of years of advocacy, months of silence, and weeks of mounting waste and crime on our doorstep. The residents of St. Margaret’s Avenue and the surrounding community are reaching a breaking point. Many are now considering legal action. We urge Harrow Council to stop issuing empty PR statements and start engaging meaningfully with the people it is meant to serve. A community cannot thrive amidst neglect, filth, and fear. We are calling for decisive, immediate, and sustained action to clean up this alley, hold offenders accountable, and restore dignity to our neighbourhood. To fellow Harrow residents reading this: speak up. Hold your councillors accountable. Demand real results. We should not have to fight for clean streets, safe walkways, and basic public services — but until Harrow Council changes course, we will.

Are You a Landlord in Harrow

Are You a Landlord in Harrow? Have You Been Let Down by Harrow Council’s Help2Let Scheme? If you’re a private landlord who has worked with Harrow Council’s Help2Let scheme, you may have been promised tenant vetting, rent guarantees, and council support. But for some landlords, this service has turned into a costly nightmare.A Landlord’s Shocking Experience with Help2LetIn 2021, a landlord in Harrow was approached by the Help2Let team, who urged them to rent their property to a tenant in need, claiming the tenant was fully vetted and that the scheme would protect against rent arrears. What happened next? • The tenant stopped paying rent almost immediately. • The landlord contacted Help2Let multiple times for support and was ignored. • Rajesh Kripalani from Help2Let advised the landlord to “let the tenancy run its course” and claim against the bond—effectively increasing costs for both the landlord and taxpayers. His boss Mark Sinclair refuses to acknowledge the severity of the impact on the landlord advising the tenant to stay illegally in the property causing the landlord more distress. • After 18 months of unpaid rent and council inaction, the landlord had no choice but to go through a costly legal battle, eventually securing a possession order. • Even after the court ruling, Help2Let told the tenant to stay put until bailiffs arrived, forcing further delays and financial distress.A Scheme That Fails Landlords & Wastes Public FundsHelp2Let promises landlords a rent guarantee bond (up to £44,000), but when it came time to pay the arrears, they refused. For over a year, the landlord has been chasing payment, and the council has ignored them. This isn’t just a failure for landlords—it’s a waste of taxpayer money. Had the council intervened earlier, they could have resolved the issue, prevented unnecessary legal costs, and avoided a claim on the bond. Are You a Landlord Who’s Been Misled by Help2Let?If you’ve had a similar experience with Help2Let or feel misled by Harrow Council, please get in touch. This issue needs to be exposed so that no more landlords fall victim to this broken system. The landlord in this case is now taking the matter to press outlets to highlight how Harrow Council is failing both landlords and the wider community.Harrow Council – You Need to Be Held AccountablePaul Osbourne and Cllrs have been approached for help yet have not responded to any emails.Private landlords willing to support those in need shouldn’t be punished for their goodwill. If Help2Let continues to fail landlords, more will refuse to work with the council, worsening Harrow’s housing crisis.Landlords deserve transparency, fairness, and the support they were promised. If you’ve been affected, share your story and help us hold Harrow Council and Help2Let accountable.

Harrow Scamming Parking Enforcement

The parking enforcement dept has to be the worst in England. They issued me a parking ticket HR5919956 for parking next to a dropped curb???? I wasn’t blocking the drive or parking over the dropped curb as my car was parked by the curb that was not dropped. I subsequently issued a challenge which was rejected even though their own photos clearly showed I was not over the dropped curb? I’m 75 and old and past going to court even though I’m in the right and Harrow Council were in the wrong! A rouge shambolic council scamming money out of rate payers.

Impossible to speak to an actual human…

Impossible to speak to an actual human about anything. The website is not easy to navigate and difficult to find what you are looking for. I applied for garden waste collections, paid £69 and then nothing. Filled out forms on the website, but not relating exactly to the issue. Not heard anything back at all. No idea what to do in the meantime they have my money and the bin is filled to the brim. What are supposed to do if you call and then just go around and around in the automated system, which basically tells you it doesn't recognise anything you say, and then ultimately cuts you off because it won't put you through to anybody. End of my tether ...........grrrrrr

I attended Harrow Leisure Centre for a competition with my son from outside the area..As it was a Saturday and i was a little confused about payment to park so i asked at reception and they explained.I paid to park and placed ticket drivers side of dash ..On returning i had been issued a penalty notice for not paying and displaying a ticket..After appealing and providing photo evidence i was still told i had to pay the penalty charge..This is appalling treatment to visitors to your Borough and you should be ashamed of your procedure..I would like to add that i am an OAP so this unjust fine is stealing..I hope the individual that rejected my 2 appeals can sleep at night knowing how corrupt you are.

HARROW COUNCIL - THE MOST WORST COUNCIL ON THE FACE OF THE PLANET!!!!!

Harrow Council (Harrow, UK) is the most worst council on the face of the planet. We have just been hit this morning (Saturday 5th November 2022) with this "invoice for payment" (which arrived in the post yesterday, Friday 4th November 2022) for £8,970 for "works" that were carried out in May / June earlier this year, such as clearing the front and back gardens and clearing the house of junk!!!!!!There is just no way that we can afford to pay the invoice, as I am unemployed, no job, and I struggle to get by on benefits which doesn't exactly leave enough to get by, and my brother gets only £1,000 a month from his dead-end bookshop job (with no real career advancement prospects) where he has been working at for the last 20+ years. So how the hell are we supposed to be able to pay the "invoice" ????????Harrow Council is a c*nt council where everyone there are all absolute c*nts with no real understanding of people, treating us all as if we all were cash cows to be milked. We both were never made aware that it could cost that much before they started carrying out the "works" in May / June, we were never ever given the option to say 'yes' / 'no' to the "works", they just came and forced their "works" on us.As today is Guy Fawkes Night (Saturday 5th November 2022), what I would love is for everyone to fill the basement and lower levels at Harrow Council with barrels of gunpowder and set the gunpowder alight which would serve the bloody council c*nts right.

Where do I start 😡

Lived in harrow for 40+ years. Recently downsized, sold my house and bought a flat again in HA2. What you ask, would be difficult. Well ... 3 months later I have resorted to writing recorded letters to try to get answers which 'my harrow' is no help at all and I don't want to be 17th in the telephone queue! Crazy ... online I notified my move date. I wished to continue with the single person discount (have been a widow for 10 years). How has harrow council interpreted this to mean I was applying from my move date!!! Then suggesting that I was claiming fraudulently for the past 10 years!!! My Harrow still shows my old address ... how difficult is it to put right??? Refuse collectors have also flagged up a 'missed bin ... not put out'. No ... because nobody has been living there for 3 months!!! One phone call would sort this mess out but of course impossible so I am resorting to old fashioned letters. A disgrace and utter shambles!!!

Oh My God not surprised that Harrow Council has 71% bad reviews. Been living in the borough for 35 years and Harrow council services has gone down the hill. I need to change my DD how easy this could be? or no online bank verification does not accept my high street bank HSBC. you call after 30 minutes if you lucky you get told that they need to send you form in the post extra expense for the Tax payer. You are told that you can upload the form. Oh no you cannot the system upload button not working. I bet if you miss a payment they would be on you like Flash Gordon. It's a disgrace this administration lot . Could not run a P**-up in a local pub.

Horrow Housing Help2Let

We have recently experienced the worst time ever with Harrow Help2let Housing services. We approached Harrow Housing services Help2Let this time when renting our property and went through them to find suitable tenant for our one bedroom flat. The flat was newly decorated and deep cleaned for someone to move in. Harrow Housing were all very helpful initially with ensuring that they will be there if we have any questions or problems later and will be willing to help. After they found a tenant through WDP (Westminster Drug Project) which we were not familiar with but they 100% assured us that this person is ideal and we will be helping house a needy tenant. We went ahead and did all that Harrow Housing Help2Let requested us to do and tenant moved in on 2/6/2021.On 2/8/21 we received a call from a neighbour of our flat to say that our tenant was drunk, disorderly and climbing through a window as he'd lost his keys. My husband had to rush over to find our property completely trashed with smell of vomit, urine and human excreta which was utterly unbearable. We approached Harrow Housing services department and the team that had been dealing with it initially the manager being Mr Mark Sinclair and to our utter disappointment with emails from us to him they were totally unhelpful and said they could not do anything to remove this tenant. (which was 2 months only of tenant moving in) We then got in touch with carers, Social workers, and WDP themselves to complain that a person in our tenants situation should have not been left on his own without any after care or follow up. The social workers we believe have told him to stay put until or if we serve him a notice to remove him but that is a cost to us and we questioned why as unfair of social workers to advise in such a way. We finally had contact from WDP Mr Mark Hammond who mentions in emails with that they do not over see any housing issues and we would have to follow with Harrow Housing services. They seem to be passing between themselves as to who is responsible for our damaged property which doesn't help as we are in the middle and that no one want to help or remove our tenant where he can get professional care and help that he needs. Landlords stay way from Harrow Help2Let as they do not care or help once a tenant has moved in.
